You need to login to Norton Online Backup at https://nobu.backup.com. Once logged in go to Add Computer and setup the new computer first. Once the software is installed and you see the Computer on the main screen go to File Actions next to the old computer which contains the data you want to restore.
Under File Actions select Restore Files. The first section is a Options section that is collapsed by default. Expand that and set the destination for the restore to be the new Computer you just set up.
Once done you can change the other options. I suggest leaving the location it restores the data to on the new PC to go to a new folder. You can then select the content you wish to restore from the tree view at the bottom of the page.
Start your restore next and let it run till it finishes. The process may take some time since it has to re-build your content from the various backups and then download it to your computer. Please advise if you have questions.
