someone is sending emails thru my Outlook program. I get 10 to 20 Failed Mail Delivery notices per day . These are to addresses I do not recognize. WHAT SHOULD I DO? HOW DO I SOLVE THIS?

Are you sure the bounced messages are being sent through your Outlook program (or even your email account?). Often, spammers will spoof an email address such as yours in the "From" field on messages they send from other accounts that they control. Bounced messages will be returned to the address in the sender field, much as an undeliverable letter will be returned by the post office to whatever address is shown as a return address on the envelope. Unfortunately, there isn't anything you can do to prevent email address spoofing. Usually, however, it is short lived and the spammers will quickly move on to using new addresses. Besides waiting it out, the only other option you would have is to change your email address.
The real question is "how did the spammers get your address?" It could have been harvested from a compromised address book belonging to someone you know. Or, your own online webmail account could have been hacked. The latter would usually be brought to your attention when you start receiving alerts from your contacts that they are getting spam from you. Either way, it might be prudent to change your account password and other means of access, such as secret questions, to make sure that your account is secure.
