So I installed Norton Utilities 15 on the Win 7 Pro (64bit) desktop within the administrator's account. So far, no issue.
However, while working within a user (regular-type, non-admin) account I run the disk cleanup option. Then in browsers tab, run that option. Message flash and things are getting scanned & cleaned, BUT, it is only cleaning App Data within the Admin's account and not the User account that I am logged into. So all the IE cookies in the user account do not get removed.
I have gone into administer/setting and set the C: drive in Scanning Paths. Even added folders pointing to each user's AppData folder. Didn't help.
I have confirmed this by running CCleaner before and after only to view the cookies, not remove them. CCleaner will of course remove cookies.

Welcome martykel,
While logged in as Administrator, open NU and go to Administrator > Settings > Privacy and check Globally clean Internet Explorer Tracks.
Remember to clik Save.
Check again and see if all user's accounts are cleaned.
