I have upwards of three PCs on the network. I have a requirement to back each one up. Some of the PCs are used for development and testing purposes and their hardware/OS/software configurations change frequently.
Can I do this with Norton Ghost 14?
Do I need a license for each PC?
Is the liecense tied in to the hardware/OS installation?
Am I able to backup a PC with having to install Ghost 14 like one was able to do with Ghost 2003?

Do I need a license for each PC? Yes, the license is per computer. With the consumer product that would mean a copy per machine.
Is the liecense tied in to the hardware/OS installation? The license is tied to a serial key. To be in compliance you would only have one copy per serial key installed.
Am I able to backup a PC with having to install Ghost 14 like one was able to do with Ghost 2003? I'm assuming you are asking if you can perform the backup without installing Ghost. That is not the case.
Based on your descriptions, Ghost Solution Suite, which is a corporate product, sounds like a more appropriate solution for you.

Would the Ghost Solutions Suite allow me to backup a particular PC configuration with out having to install the software on it?
In effect I want to keep multiple PC snapshots.
If this is not possible is it possible to backup individual partitions and/or hard disks and restore them?
How does the corporate licensing work?
