I pasted the meta tag directly under the <b:include data='blog' name='all-head-content'/> line as others have instructed. I even checked it through a meta tag checking site and it found the meta tag, but Norton is still saying it cannot verify site ownership. What am I doing wrong?

Okay, I see the problem.

Your site building program malformed the meta tag.

The good news is that there is enough information for the Safe Web team to manually verify ownership.

I will notify them of your issue.  Please allow the team a day or two to respond back to you in this thread.

In the mean time, could you double check that the URL you submitted to Safe Web exactly matches your website address, letter for letter?
