Version 21.0.1180.83 is out.
Unless you have been updated already through the updater ... Wrench Icon > About Google Chrome.
Don't know if this will be a fix for those having trouble with Safe Web icons since Chrome 20 or not 
Testing on my end at Yahoo, Google and Bing safe web icons show.
