According to Oracle, "JavaFX 2.1 is now co-bundled with JDK 7u4 for Windows and Mac." So it sounds like you may have downloaded the Java Development Kit rather than the Java Runtime Environment, JRE (which is actually all you need to run Java Applets on your PC).

Some more info you may find useful. On Wikipedia, in the entry for JavaFX, under 'Current Release' for JavaFX 2.1, it says:
'JDK and JRE versions from 1.7.0_04 and onwards include JavaFX bundled to be installed with them. When Java 8 is available, JavaFX will become part of the JRE/JDK'.
If you go to Oracle, JavaFX 2.0 Frequently Asked Questions, it confims this in question 5, as you can see in the following link:
