I'm not experiencing any 'real' delays with connecting or the speed of the connection. It sounds like you have a clean system and a bad connection. I don't know what type of a connection you have but I've found that if I reboot the cable modem on my connection from time to time it seems to help it function more efficiently. Coomputer and router reboots don't hurt either.
It can't hurt to have a conversation with your ISP. They may be aware of a problem or you might be the first to advise them of one.
