Yes indeed the link you provided can be used. Again it is just that we like to use standardized links to the extent possible. The other problem I have with using the one with the download manager is that the available translations are a bit hard to read. Some I can make out, where others I'd have to be a linguist to understand!

Without checking out each one individually I also cannot be sure if all of these are updated to point to the latest version either. The English version apparently is but what about all the other combination of products and languages?

Seems easier to just go ahead and install and then just run Live Update to get to the latest version.

Even the ones linked to through the download manager are going to be pointing to the old version for some amount of time after a new version is released. All is a matter of when Symantec gets around to updating all their internal links.
