File Insight indicated .exe was "untrustwo rthy" -but I can still use it?

Hi All,
I'm using Norton Internet security 2011 with Windows XP.
I downloaded a game and checked it for viruses. There were none, so I loaded the program. It ran fine and didn't cause any problems on my computer.
Later I checked it with Norton's file insight which indicated the file was untrustworthy "There are many indications that this file is untrustworthy".
However, Norton has made no attempt to block or limit the files use.
So I guess I don't understand the purpose of file insight. If the virus scan didn't dect any viruses, why is it "untrustworthy". And if it is untrustworthy, why hasn't Norton prevented or limited access to the file?
