No Phishing Toolbar in Safari

I am using MAC OS X (Snow Leopard) and have NIS 4.1 for Mac installed. The Phishing Protection Toolbar does not show in Safari, even though I have Phishing Protection and the Toolbar enabled in Norton Confidential. I have already installed and re-installed Norton but continue to have the same issue. Can anybody help me?
