I've seen a post out there with this issue and one possible resolution to restart the machine but it doesn't work, then the post was closed.  This is not solved.  I get mirroring conflicts with defender telling me to address this issue in Norton but to no end.  This just occurred and scanning reveals no intrusion.  Any ideas?

Do you also have fast startup disabled on the machine? It can cause issues regarding software not correctly installing when enabled.
