Secure VPN can not be turned on

This has been a problem since Norton switched over to the new VPN implementation on the Mac for Big Sur and Monterey. It exists on all recent versions up to and including 8.8.  Which means it's been a long time with no action from Norton. (and yes, I've reported it via a support ticket).

Secure VPN can not be turned on by a user on a Mac other than the user that installed the product. This is extremely annoying and makes the feature unusable for anyone that wants to run as a non-privileged user (which after all is a best security practice).

It goes along with the design decisions that Norton made to not allow you to change any settings unless you're logged in as an administrator. Even if you know an administrator's user name and password. 

Sometimes it's painfully obvious that Norton does not know how to deal with the Mac.

While I kind of agree with you but even Admin accounts on macOS don't have root privilege. So it's safe to run with admin accounts. For some apps or service root privilege might be required which will prompt for admin password.

Yes you are correct and I technically should have said account with admin privileges instead of non-privileged account. Norton will prompt for an admin user during installation. The firewall will prompt for an admin user if it detects a network connection it wants approved. It will not prompt for a admin user if you want to change its settings and you are logged in as a non-admin user. You must be logged in as an admin user. That’s tremendously inconvenient. All this being said, Secure VPN still can’t be turned on by a user other than the one that installed Norton.

Norton's VPN is very limited that's why I purchased another top VPN subscription few days back. It was expensive but worth it.
