Norton Will Not Open Anymore On Windows 10 Enterprise LTSB After Update

Hi Everyone, I am having a weird issue with Norton on multiple computers running Windows 10 Enterprise LTSB, making me run Norton RnR every few days to get it working again. After I run RnR and get the older gray icon Norton back, everything is fine and working well. Then a few days later, it updates in the background to the new Norton 360 that uses the yellow icon. Everything is fine until I try to open Norton, If I double-click the desktop icon or tray icon to open Norton, NortonSecurity.exe will hang there using 25% of the CPU for hours and hours and hours not doing anything... until I restart the computer. I can't get Norton to open unless I run Norton RnR and reinstall which puts the older version back on my PC for a few days. Is there anything I can do to get this new version of Norton running? It works fine on my laptop running Windows 10 Home but will not work on LTSB.

Hello Joe, do you have "fast startup" enabled? If so disable it and reboot. Recheck for the issue still persisting.

Thank you so much for your reply and I really appreciate it! I have disabled fast startup on all my computers to try to avoid weird things like this. I should clarify that when I restart the computer, it only drops Norton's CPU usage back to 0 instead of hogging 25-30% of it all the time. Norton still doesn't open even after a restart and will start the infinite 25% CPU usage again without opening when I try to open it after a restart.

Hello again. I'm not sure whether you are in a home or corporate environment since the latter can be see while using a corporate issued device in a remote work environment. May we ask. What version and build of Windows are on computers affected? LTSB allows IT Admins to remain on older versions and builds that can save them the hassles of downtime, upgrades and updates that would otherwise take a ton of time and expense to perform. It may also not update the core of Windows in a manner that would keep third party software functioning properly. I'm wondering if your Windows version and current issues, fit that scenario. 

Another thought is GPO ( Group Policy ) restrictions may also be at play. Have you considered the following?

Have you manually removed ALL folders and directories related to Norton AFTER performing the R&R, and, have you done the "remove only" scenario? Step #5 in the article explains further.

Hello, thank you so much again for your advice! this is running in a home environment but I run them like it is a corporate environment except for having them joined to a domain. The computers are running Windows 10 Enterprise LTSB 2016 Edition version 1607 build 14393.0. I had some software that was not cooperating with windows updates a while back and was already running LTSB on a PC acting as a home server, so moved several other PCs over to it as well. I have not tried using the "remove only" option in Norton RnR yet, I will give that a try tomorrow as well as delete everything I can find Norton related on the PC and try again. I really appreciate the advice, and that is a good idea, my version of Windows 10 could be too old that Norton's code doesn't work anymore, although Microsoft is saying I have extended support until 2026. As far as GPO is concerned, I haven't made any changes to the default options that would affect antivirus and before this Norton update got released about a week or two ago, I have been running Norton fine for years.

I believe that since you are at least on the Windows 10 Anniversary Update, for the latest Norton to function correctly. Your Windows version isn't getting anything other than patches that Microsoft deems a risk to the Windows environment at large and nothing more feature wise. That is most likely the issue. Is Norton version 22.22.7.13 the version that causes your issue?

Could some mod deliver this issue to a developer? There're people that don't like the crappy updates that MS deploys. And there're people that are expecting a good customer service, specially since the last known good version (22.22.6.10) I had of Norton is the previous one to this new mess.

Your specific issue, as shown in your thread that you linked, is that you are also on an older version of Windows 10, but not on LTSB as the OP of the thread is having issues with. 1607 is not supported by Microsoft any longer which I am sure you are aware of, making it extremely vulnerable. Conversely, There have been a few Norton product releases after version 22.22.6.10, did you attempt to update in the past and had issues or just updating now? TIA.

Hello again and I really appreciate all of the replies! The Norton version I am having issues with is 22.22.7.14. That is the version identified in the file path to the executable. I might have had an issue with 22.22.7.13 as well but I'm not sure since I last opened Norton about two weeks ago and just realized the issue now.

Interestingly enough, I got this exact version of Norton (22.22.7.14) running just fine on an older computer running Windows 7 Enterprise. Of course it lost MS support back in 2020 but it looks like Norton still supports it. It's only my Windows 10 LTSB which it is having an issue with, which you're right, SA, it is basically only getting critical patches without the feature updates and I agree with you that is probably causing the issue. Especially since Norton works fine on my equally updated laptop running Windows 10 Home which gets all of the feature updates.

I also got a weird popup today saying that my current version of Norton 360 is not compatible with Windows 10. It then suggested downloading a version that is compatible with Windows 10 but that hung and never installed. When I do get the new version installed, on the shortcut to open Norton, it is adding a flag "/win8" at the end of the executable path, is it possible that when I am downloading Norton, their installer is identifying it as Windows 8 computer instead of Windows 10?

Remove your Norton product once again if you can. Reboot. Download N360 from this direct link and install. https://www.norton.com/cspn360

When install is completed, reboot!! Afterward, manually run live updates once and only once. You should get a patch that brings you to version 22.22.8.13. That is the current version on all my machines. Windows 10 and 11. Lets see if that makes any difference in the installation processes.

@SoulAsylum I mentioned MS updates due the fact that I'm still on a 2016 version. Windows 10 is awful in later versions, at least for me. To me it's clearly obvious that there's some kind of issues with the 2016 version, wheter the OP version or mine. It's the same behaviour and needs developer attention.

About the 22.22.8.13, I wish I could install it to try it, but it's nosense that we aren't able to download it manually to avoid things like this. The link you shared does nothing, and as I mentioned in my OG thread, if the version you're mentioning is 22.22.7.14, then is useless, because the moment I'm trying to install it as a new installation (I even deleted every old file), it will hang up at the "guy climbing a mountain" photo.

Before the "face change" everything was working fine for me, so the issue is not in my computer. Could you deliver this to developers? Thanks.

Hi Everyone, and thank you again for your help and replies, I really do appreciate it! Here's what I did since yesterday: 

I completely removed Norton 360 from one of my computers running Windows 10 Enterprise LTSB using RnR, rebooted, and deleted every single folder I could find with Norton in the name including from C:\ProgramData\Norton, C:\ProgramData\NortonInstaller and C:\Users\Joe\AppData\LocalLow\Norton

I then downloaded DSP-N360-ESD-22.22.7.14-EN.exe from the link that you gave in your reply, SA. When I opened it, NortonSecurity.exe started after I accepted the UAC prompt and then started using 30% of the CPU constantly. Nothing ended up happening after a few hours with NortonSecurity.exe continuing to chew 30% of the CPU so I ended the process.

The old version I have been installing is from a cached installer on my computer called DSP-N360-ESD-22.20.5.39-EN.exe. I installed that and that installed just fine. I then rebooted and went through all of these versions through LiveUpdate one at a time:

--- Norton asked for a restart at this point, so I restarted the PC

--Clicked Apply Patch, the Norton 360 icon on my desktop changed from a dark gray background to a yellow background and I knew this is where it installed 22.22.7.14. Sure enough when I tried to open it to run LiveUpdate again, NortonSecurity.exe is again sitting there in my Task Manager chewing 30% of the CPU all the time and My Norton is refusing to open. Nothing happens when I try to open Norton except for NortonSecurity.exe using CPU. I checked the version in the folder path to the executable and it is 22.22.7.14 that was installed.

I am really sorry to report back with the same thing and hopefully 22.22.8.13 will be released soon so I can try it manually. Unfortunately it looks like I am hitting a brick wall at this version with LiveUpdate.

Can I ask why you went through all those Norton versions instead of just logging into your Norton Account and clicking on Download to get the latest version to start?  It is possible that as you start with the older version and then do the updates that there could be some 'garbage' left behind from the older versions.

Also, is there some reason you have not updated your Windows LTSB version from the 2016 version. There have been a couple of newer versions released. The latest in 2021.  

As @SoulAsylum noted above, new software is coded for the latest Windows versions, and older, unsupported versions can have issues with newer software. From a Microsoft document here....

Once a Microsoft operating system (OS) reaches the end of support, customers will no longer receive security updates. The OS may still work with programs and hardware after the sale or support of the operating system has been discontinued. However, the possibility increases that new programs and hardware will not be performant on an older OS. This frequently occurs because the manufacturers of new hardware and software make product-design decisions that take advantage of the increased functionality and features in newer operating systems. These manufacturers may decide to discontinue support of their products on older operating systems as appropriate.

 As noted here, the mainstream support for the 2016 version ended in October 2021. The Extended date would only give you security updates, but may not include updates that Norton is looking to work with.

@Raiden33 All, please check your Windows installation for the .NET updates for versions 3.5 / 4.8 / and 4.8.1. You should also have KB5001078 at a minimum which is the Service Stacking Update for your version of Windows 10. If you DO NOT have KB5001078 installed you may download the stand-alone package directly from the Microsoft Updates Catalog

The direct link I provided opens to an instant download dialog as shown below, the version of the installer is 22.22.7.14, if you install that version you will then get at least one patch which will bring your version to 22.22.8.13. That is the current version. You shouldn't have the need to install other patches vice the one patch as the installer completes.

Additionally, make sure your video drivers are the very latest from your OEM. NOT Microsoft. Video drivers have been known to stop or freeze software installs when out-of-date. 

If none of this provides any change in your current issue the issue then lies with LTSB, not with your Norton product. Remaining on unsupported software is exactly how it sounds and appears. DANGEROUS. 

As should be the case with both parties posting, you should be logging into the system under an Admin credentialed account as well. OR, be getting an admin prompt asking for administrative credentials. If that is not the case in either instance, that is a part of the issue.

With this bug we can't even open the app. And getting that last update is impossible without a normal behaviour of the AV. The last good version I have is the 22.22.6.10, and from there I only can update to 22.22.7.14, which sucks. Can't open it.

Another hint to add a LINK of the actual lastest update. Don't you think?

Raiden, the "bug" is that your LTSB install is the actual issue at hand. IF, there were a direct link to the latest link, the question stands at, will you be able to install that release and the UI function? Have you validated the suggestions within this earlier post? Specifically:

1_ I match the requirements perfectly to use this AV (I was using it without issue for more than 3 years until a few weeks ago), as it is advertised in their own website:

Operating Systems

  • Microsoft Windows 11/10 (all versions)

  • Microsoft Windows 11 in S mode with ARM processors

  • Microsoft Windows 10 in S mode (32-bit or 64-bit or ARM32) version 1803 and above

  • Microsoft Windows 8/8.1 (all versions)

    Some protection features are not available in Windows 8 Start screen browsers.

  • Microsoft Windows 7 (32-bit and 64-bit) with Service Pack 1 (SP 1) or later with SHA2 support

2_ I could investigate if the lastest update fixes my issue, but since there's not any link to it, which is stupid, I can't know it at the moment.

3_ I tested the solutions you shared, and they didn't work.

4_ I installed W10 PRO 2016 in a weaker laptop I have, same result. I installed W7 x64 without updating anything, the norton wizard will prompt a screen telling me that I indeed needed at least SP1. Which is true following their main instructions.

5_ From what I can see, this is a BUG, and I still don't know how to properly report it to a proper developer, thing that I asked politely in both threads, mine and OP's. I got no answer.

6_ They need to test deeply their updates before launch, and don't update software agaisnt anybody's will. They changed a perfectly working software just to change some stupid colours. Bravo.

7_ I'm tired of wasting my time with this, time to get something better.

You're most welcome, and THANKS, for the post back. I will ask an Admin to get involved. If the team picks this up please be patient as they are going to want tons of information on both your parts. You'll more than likely be asked to install and run a Norton MATS tool to gather logs and other data for them to review. There won't be an instant nor overnight fix for the product in the event Norton does find an issue with their product. Please keep that in mind going forward.

Hello everyone, I am so sorry that I disappeared for a few days, I was busy doing other things but I was trying solutions in the meantime.

I am happy to report that I was able to get Norton 360 running on my LTSB computers again! It turns out automatic updates weren't so automatic for me... Your question about updates really helped me, SA, I manually went into the Windows 10 Settings and hit the Check For Updates button a few times and it came back with a few updates even though it was just saying I was up to date. They took a while to install but here were the updates I was missing on my LTSB installations:

  • 2022-05 Cumulative Update for .NET Framework 4.8 for Windows 10 Version 1607 for x64 (KB5013625)
  • 2022-08 Security Update for Windows 10 Version 1607 for x64-based Systems (KB5012170)
  • 2022-09 Servicing Stack Update for Windows 10 Version 1607 for x64-based Systems (KB5017396)
  • 2022-09 Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB5017305)

Once those updates installed and I rebooted, the installer for 22.22.7.14 installed perfectly without any excess CPU usage and finally I have the Norton console open again!

I'm sorry, that should have been the first thing that I checked but I figured that it was keeping up with the rest of the updates so I thought that it was already up to date. I still have one more LTSB computer if you need me to do any testing or give any information, SA. I also assumed that I would have gotten some sort of error from Norton instead of just CPU usage with nothing happening, it was just really weird.

I did want to reply to peterweb's post also that he made above:

The reason I went through all of those Norton versions above is because I was at a point where the latest installer for Norton that I downloaded from the My Norton website, 22.22.7.14 was not doing anything on my computer except sitting for days using 30% CPU usage. That was my second attempt to see if Norton would update properly to the latest version after an old version that worked was installed. Also LTSB is still in Extended Support until 2026, which is when I plan to switch as the Enterprise version is expensive for multiple computers and I don't like having to set all of my stuff up again if I don't have to. Also like Raiden33 mentioned, it is advertised that Norton runs on all versions of Windows 10 and it even ran perfectly fine on my Windows 7 machine, which hasn't received support from Microsoft since 2020!

Thank you for your help and posts too, Raiden, I really appreciate it and I am glad to hear I am not the only one who had that issue! I am so sorry you are going through the same issue though. I'm not sure what changed other than the new colors either but it appears at least on my systems that something in their code is hanging without the updates I just installed like their DEV environment was updated. I'm still not sure what changed that required those updates in order for it to stop hanging on my system.

Thanks for the post-back, it good seeing a solution for the one computer which hopefully will replicate on the other machine for you. The Core of Windows itself are where the changes occur, third party solutions must keep up with those as many use calls from the Windows system to perform legitimate functions in a manner that Windows is receptive to. Updates are very important. Keep us posted with the 2nd computer, I would suggest the same steps with it as with the first and see where that leads. Raiden should update Windows as well. The suspected "bug" lies there as was with your computer.

I wish I had seen this post earlier. As you eventually found out the problem related to your Windows 10 updating. Norton also failed to take into account backward compatibility issues and what conflicts might arise with Windows updates. I shut down Windows 10 updating when I counted 167 updates and that was before many major version updates of Windows 10. It was paralyzing my work. Also many people learned Norton Remove and Reinstall and disabling fast start do not solve the problem. I use a popular program many call Wump, by a Russian developer, that allow selective updating, blocking, or hiding of Windows 10 updates. I hadn't checked Wump in about 6 months notifying me of basically an "end of life" update for Windows 10. It's a manually run program. Still Norton developers should have taken this into account with the frequent Windows updating.

When I first read your post today it made no sense but as I read deeper Soul Asylum got to the root of the problem as to what you were actually running.

Hi, I'm happy to announce that the bug was fixed with the 22.22.8.15 build. I just ended installing this update via account management on the webpage, nice to know they finally added the last update to the installer. It installed rapidly and now I have my setup working 100% again. Thanks to AS, Peterweb and devs for helping out.

Ah, btw, I tried Bitdefender, and I didn't like it, is not like this AV, it doesn't have the same options in the same places, it was the free edition but eitherway, it wasn't much of my taste.
