How do I fix new constant page pop-ups from occurring from random urls

I am running Windows 11 and using Edge and Chrome. I get constant new page URL popups occurring at random clicks of the mouse or key entrees. Sites like purebrowseraddonedge_com or s1cp.xyz/t/r/S Sometimes, these just open on their own. These come from misc. URL sites and long strings attached to the URLs. Sometimes they are blocked by Norton or Windows Defender. I have tried scanning in the safe mode using Norton eraser and Malware Bytes. I have not found any virus or trojan hits. How do I fix this or who can I call to get help.

These sound like malformed ads on a page you are visiting that are redirecting you to ads or possibly malicious pages. Norton does not block redirects because many web sites use them for legitimate purposes. Norton uses them all the time. 

To help stop these redirects you can install an ad blocker extension in your browser.

Can I ask for a suggestion here? What would be an ad-blocked extension for Edge and Chrome that would prevent this?

I use AdBlock Plus.   https://adblockplus.org/

Others here use uBlock Origin.   https://ublockorigin.com/
