Do The Crypto "Pending Payouts" Compile?

My computer isn't fast enough to just make the smallest required crypto-currency amount within 10 minutes.  So my main question (as it seems unsaid but assumed amongst many others in the forum) is "Does the amount mined every ten minutes add upon the previous 10 minutes?"  

If the Ethereum (Ξ) doesn't add up over time for the average user so that when the threshold hits we get the payment, then trying to even get the minimum (0.0021 ETH) payout is unrealistic if not impossible.
