After installing Norton 360 8.7 I find that in the non-admin account that I usually use, the option to enable VPN in the Norton 360 menu item is present and (after following the instructions here: https://support.norton.com/sp/en/us/home/current/solutions/v138741680 to activate the VPN) I can connect and disconnect the VPN.
If I switch to an admin account, the option to connect to the VPN does not appear. I also can not connect to VPN using other accounts.
This is this a bug, or is it "working as designed"? If it's "working as designed", it is a pretty poor design to restrict VPN usage to one user on the system.
