Why is that my Norton Secure VPN doesn't work?

my VPN does not work. I have uninstalled/re-installed. Doesn't change a thing. I sign out, restart, sign in. doesn't help. I have called support twice and they help, but as soon as we hang up the issue persists.
any suggestions are much appreciated.
