Can't Use Norton Backup/Utilities when Windows crashes

I have created backups of many files using Norton 360.  I have also created Windows 10 Recover and System Image files.  I have something that keeps corrupting my Window startup but the Norton tools are unavailable to use to try and investigate/fix/recover when Windows is dead.  Even the Bootable Recovery tool has often failed me, giving some drive access error and then no option but to exit.
What value is a tool that will not help me recover/repair broken Boot Records and Windows files when Windows itself will not start.  It's maddening to see most of the tutorials require you to go into Windows settings when windows itself will not start.

Suggestions?

Your issue does not sound like a Norton issue, but a Windows issue. 

Do you have a Windows installation media available? If so, boot from that and choose recovery options.

I think there may be hard drive errors to be resolved but my Utilities only work within Windows. If I cannot get into Windows I cannot check and repair such errors. I did get a prior Image to reinstall and am using Norton Utilities now in Windows. I was hoping there was a bootable disc doctor type utility that would work outside of Windows.

If you feel there are drive errors, and you are now in Windows, you should start by checking your hard drive. To check your hard disk, click on the Windows Start button. In the search box type CMD. Right click on cmd.exe and click on run as administrator. In the command prompt type "chkdsk c: /r"  without the quotes. A message will come up asking if you want to check the disk on the next restart. Answer 'Y'. Reboot and the check disk will run before Windows starts up. This check will check the file system as well as the physical disk surface. This scan can take a long time, depending on the size of your hard drive.

If that comes up clean, you should check your Windows installation. Click on Start and type CMD in the search box. Right click on cmd.exe and click on Run as Administrator. Type 'sfc /scannow' without the quotes. This will check your Windows installation and try to correct any errors it finds. Thank you. I was able to use a drive image to restore my PC, reformatting the drive in the process. I set up all the missing programs, completed several Windows 10 updates, and files using Norton 360 backup restore. Trying to create a new nackup image but it failed to complete ( 0x800701b1 error code (A device that does not exist was specified) )? I will run these disk and system checks and hope for the best.
