Backup Settings: Backup Set Take move than Hours to Populate

When I try to view or alter my backup sets it can take hours to populate.

I would from time to time like to change what I'm backing up, but I can't 4-6 hours for it to process the view.  Searching also takes hours.  I cant' say exactly how long it's taking recently because I give up mid-stream coming back to my PC 3 hours later with no results.

What is occurring and is this normal?  It's un-useable in this scenario.

IDK what's happening your side.  
Viewing my Backups Sets does not take hours to populate.
Manage my Backup Settings does not take hours to populate. 

Please ensure you are allowing all Norton pages content.  

Please confirm Windows Fast Startup is off. W10 [here] W11 [here]
Please try clearing browser cookies n' cache.
Please try another browser. 

Please try allowing all Norton pages cookies/ads/scripts/frames/trackers/content.
Please try allowing all Norton pages content that may be blocked by browser extensions or built-in browser protections. 

Please try with Norton Secure VPN off - before and after machine restart -
Please Restart (not Shut down) machine -

Maybe I don't understand the comments, and maybe I should have been more clear of my environment.

My backup sets are on a local 8TB USB 3.0 hard drive. 

Will the internet settings and VPN make a difference in this case?

Sorry, I was thinking cloud storage.  
Sorry, I've only tested with an old 500GB Ext HDD. 

Presuming, Norton is not scanning your 8TB local drive.
