If I send a 'download email link' from my Norton account

while in my pc (which is primary account of subscription)

and send link to my phone (same gmail I use in pc) will it 

load as a seperate license?  (ie: one for pc/one for phone?)

Each email invitation will download a pre activated copy of your Norton product with a unique Product Serial Number for each installation. You need to send a separate email for each activation you need. Even if using the same email.
