I subscribe to Norton 360 with Lifelock Ultimate Plus and I pay monthly. Which includes a VPN. However, Norton Secure VPN telling me subscription is about to expire on IOS.

If you also have Norton 360 installed on your device, you do not need the standalone app. Just use the VPN function in 360.
Had you at some time started a new subscription to the standalone Norton Secure VPN app? If so, did you get this directly from Norton or from the Apple App Store?
If from Norton, go into your Norton Account and tap or click, depending on whether you do this from your phone or a PC, then choose Manage My Subscriptions. Find your standalone VPN app and ensure that automatic renewal is disabled. If so, you can just ignore those messages. They may continue for about 30 days after the expiry date of the subscription.
If you purchased it from the Apple Store, use the information from this Apple Support article to manage/cancel your Norton Secure VPN subsciption. https://support.apple.com/en-ca/HT202039
