Norton Security on Ventura start blocking vpn connections

After updating to macOS Ventura, Norton Security started blocking vpn connections through the HMA VPN service. I added exceptions to the firewall in the "blocking connections" to allow connections from the HMA program. But it doesn't work. (which is interesting, nothing is written to the log at all) The situation is saved by a complete shutdown of "connection blocking", but then the question arises why I need Norton as a whole The same situation with Parallels virtual machines. Norton Security is blocking their internet access
