Support Chat does not work under Windows Chrome

When I try to chat with Norton Support from the support page, the chat button does nothing.  I'm using Windows 10 Pro (64bit) with the latest Google Chrome. I have disabled all add-blockers. I am using a VPN (for work).

I have one solution and that is to open a chrome incognito window and then it works. I've tried disabling other chrome extensions and nothing works until I go incognito.

Norton - any solution?

Does disabling your VPN provide different results?

Disabling my VPN (Barracuda Network Access Client) does *not* resolve the chat issue.
