Can't install on MacBook Pro using Ventura 13.3.1(a)

I'm trying to install Norton 360 on my MacBook Pro using Ventura 13.3.1(a), I follow the Norton Full Disk Access advice e.g. removing then re-adding full access for Norton System Extension, including watching and using the video.   But the install keeps failing with message "You haven't finished Setup and your computer is not protected".   Does anyone have a solution?
