Windows 11 antimalware service still on? Why?

I have Norton 360 on my windows 11 insider beta preview computer. Even though Norton is listed as my AV in windows security AND I have turned off windows defender periodic scanning, I still have windows antimalware service executable still running. Can't turn it off. Why isn't Norton turning this off? I read that both Bitdefender and Kaspersky do so, not that I'm going to switch. I also notice that sometimes when I start my computer and go to windows security to check virus protection, Norton doesn't show, even though auto protect is activated, but I get the spinning icon (looking). I seem to have to actually RUN Norton from my desktop to make Norton show up. Looking for any help, thank you.

Hello George. You've partially answered you own question, in that, you are running an "insider" build on Windows 11. These build are in the BETA class, they have additions as well as bugs that Norton, as other A/V competitors haven't tested for because its not a mainstream release of Windows. Norton, most times will run just fine on insider builds, I used Norton the entire time I participated in the Windows 10 Insider program from inception through public release without any real issues. 

First, disable fast startup in Windows, reboot the computer and recheck. Fast startup at times will cause issues with a clean install of software and even some updates. Let us know if anything changes for you. 

Conversely. This is a known bug in Windows 11 22H2 per this Microsoft article. Please review it for a possible secondary solution.

Under the point virus under the blue shilde is microsoft defender is it on ore of if it not is of then ther is you problem do i think
