Password manager won't let me log in to a website

The two partial circles with three dots cover the arrow to the right of the password that I have to click on to enter the site. So when I click on the arrow, nothing happens. I have tried to just use the "enter" button, but that doesn't work either. I have deleted this website from the vault, but the circles and dots still appear. This is an important site for me (insurance) and I cannot access it because of Norton.  Can I exclude this site from Password Manager so I can access the site? I am running Windows 10 with Norton 360. I just got Norton a few days ago, and am disappointed in how difficult it is to navigate the site.
