Maybe, "Auto VPN" is enabled.
Auto VPN
VPN will automatically turn on for unsecure or compromised WiFi networks and turns off for secure networks.

Have you connected to that cafe's wifi using a password? If so, it is secure. Even if you did this in the past, your device would remember the connection.

I did have Auto VPN enabled and could not starts VPN so disabled it and still could not start it.

I don't think there was a password, just EMail to identify me which would be in a cookie.
If I had originally used a password then it would have been a very simple one for something like that and never changed.

I was suggesting using a public wifi connection where the provider gives a password. Not a password you would choose for yourself.
