That setting is only there for those with limited cell data plans, so that LiveUpdate would only run when there is a wifi connection and saving cell data use. So even if you do not manually run LiveUpdate, it will eventually run on its own using your cell data.
If you have checked the Activity log, you will see that LiveUpdate is not finding any new files most of the time it is run. Last I checked definitions were only updated every 3 to 4 weeks. This is because Norton is relying on online definitions as the primary source. Downloaded definitions are used when there is no network connection available, whether cell or wifi. Windows versions have many more options/settings because a Windows app can use as much memory as it wants. Mobile OS's are more restrictive in the resources available to an app.
What options do you feel are missing from the Android version?

SONAR is the online definitions already noted above that is used by the mobile app.
Malicious apps are caught before or during installation on mobile devices. So no need to have a feature to block traffic.
