Norton Chat agent advised this phone number is not registered with Norton.

as test: I called this phone number...there was no answer.  
IMO ~ this phone number does not belong to Official Norton Customer Support.  
May be Norton reseller or 3rd party sales/support.  
May be "phone spoofing".
