Scanning set to manual but product scans without command

This has been a problem for years,  I only desire to do a scan when I tell the program to do so, like just before I shut down.  In a previous contact years ago I was advised in the scheduling section to uncheck the scan only at idle time in the setup for monthly and/or weekly.  Great that works for a short while but it reverts to bad old ways.  Lately I have to do this almost every day and it is a pain.  My scan is set to manual what is so hard getting the program to obey that.

I am running a Dell Desktop machine XPS8940, Win 11 Pro 21H2, 64GB of Ram,11th Gen Intel(R) Core(TM) i9-11900 @ 2.50GHz   2.50 GHz, 2 TB electronic drive

Have you checked in Administrative Settings and set the Idle Time Optimizer to OFF?

Edited; IMA that your W11 Pro 21H2 should be on 22H2 as the former is no longer supported by Microsoft. The final update for that version was this months patches.

Re: Scanning set to manual but product scans without command

Maybe, I'm not understanding.  Sorry.

text states << Norton 360 will only perform scans or tuneups when you click Run Scans >>
Q: where is clicker for "Run Scans"?

Does Run pertain to Run Scans ?

Background tasks are the tasks that Norton runs during idle time. These tasks do not run when you use your computer. The tasks include Automatic LiveUpdate, Disk Optimizer, Full Scan, Insight Optimizer, Norton Community Watch, Norton Insight, Internet Explorer History Cleaner, Internet Explorer Temporary File Cleaner, Quick Scan, and Windows Temporary File Cleaner.

You can use the Configure option to view the Background Tasks window to view and monitor all the Norton-specific background tasks. For each background task, you can view the date and time, duration, and the last run status. You can even run a specific task at any time. In addition, you can configure the power source for each background task.

By default, Norton performs the background tasks only when your computer is idle and connected to external power. If your computer is running on battery power, Norton does not run the background tasks. This way, Norton helps extend the battery power of your computer.

Curious, what "scans" are run without command?

Norton LiveUpdate will run in the background about once an hour. If a LiveUpdate downloads new malware definitions, it will call on a Quick Scan to check the system against any new definitions just downloaded. It should only take about a minute to complete, depending on your system specs. (credit peterweb)

Quick Scans are considered a priority item.  If they have not had an opportunity to run after a few days (3 days, I believe), a Quick Scan will run automatically.  There is no user setting to override this. (credit SendOfJive)

Caveat:
my Automatic Tasks > Tasks > Performance = disabled
my Tasks Scheduling > Automatic Tasks > Scheduling = Manual Schedule
