Blocking program download and installation

I was trying to download a new version of a program I use to program my police scanner. First it blocked the download as Unsafe. I told norton 360 it was ok  and got it to download. Then,  when I tried to install the program it still blocks it as unsafe. I have windows 7 and this is for a whistler 1095 scanner.

Please tell us what Norton is telling you regarding this event.
For information regarding event > from Norton pop-up > View Details > Copy to Clipboard &or from Norton history > More Options > Copy to Clipboard > paste here.

Please review:
1) Restore an item from Quarantine

2) My Norton product alerts that the file I downloaded is not safe, and deletes it

3) My Norton product incorrectly alerts that a file is infected, or a program or website is suspicious

4) Add items to the Signature Exclusions

5) Turn off or turn on Download Intelligence

6) My Norton product detects a file or program as a threat even after I exclude it from scan

Restore & exclude this file: is not the same as adding item(s) to Exclude from Auto-Protect nor the same as Exclude from All Detections.

If you believe a file has been mistakenly detected, you may submit a dispute at https://submit.symantec.com/false_positive.

For second opinion choose File &or Search hash at VirusTotal.

Exclusions / Low Risks options lets you exclude disks, folders, and files from risk and Auto-Protect scans. It provides a way for you to manage the items that have a low-security risk.  Excluding low-risk items from scans reduces your protection and should be used only if you have a specific need.
