I have notice one problem with the new builds. Had this on 17133.1, 17133.73 and now on 17134.1.
After a boot Windows Defender Security Center shows a problem. It is checking the status of Virus and Firewall Protection. It takes about 2 min to clear. When I look at Security and Maintenance there is no indication that Norton is there. It takes about 2 min for the information from Norton to appear. This happen on all 3 systems. In the photo the information marked in red takes 2 min to appear.

I found another user that sees this with Bitdefender also but not with Windows Defender.
So MS must have change something dealing with the Security Center and the way 3rd party AV programs register with it.

I'm still running 1709 (16299.309) since I deliberately delay for a week or so as I have W10 Pro.
While I've not looked where you refer to I have seen for some time now on booting up that it can take a minute or two before the Norton icon appears in the system tray and even after it first appears a further delay before it reacts to a right mouse click to select eg Silent Mode or even to put the normal Norton screen up.
