Hello SaratogaGap. The easiest way to rid yourself of this browser hijacker is first, get Rkill from Bleeping Computer. This program is 100% safe to use, it will scan for and disable any malicious processes that are running on your system. Next step, which is a part of bjm's suggestion, download Malwarebytes. Run a full system scan. It should find and allow you to remove the pestilence you are seeing. I use these fast and proven methods for my customer base and they absolutely work. Pity that Norton does not handle this directly.
It looks like you may have picked up a PUP, a Possibly Unwanted Program. While they are annoying, they do not cause damage to your system. Some people actually want the 'Features' offered by these programs. They are usually downloaded alongside a legitimate download when you do not uncheck the option for the additional download.
Norton products concentrate on malware that can damage your system, that is why some PUPs are not detected.
