VPN will not "Turn On" after updating my Windows

I have Norton 360 installed on a relatively new windows (10) pc I haven't used in a couple of weeks. All activated functions including VPN were working until now. Two days ago I installed Windows Updates, restarted machine and ran Live Update & Quick Scan. Today, I opened Norton and saw that VPN was off (I am almost positive it was on when I looked at it when I ran the scan after Windows Update). I clicked the Turn On button but NOTHING happens.  There is no error message, it just doesn't do anything when I click the button. I can open the menu to the right of the button and access those links.  How do I get the VPN to turn on for this pc?

As you have had Windows updates and Norton updates since it was working correctly, try restarting your device once more.  Restarting, not shutdown and startup again if you have Windows Fast Startup feature enabled.   If you use Windows 8/8.1 or 10, there can be an issue with the Windows Fast Startup feature..
