AFAIK you cannot link to any apps. Only web sites.

What is your Windows operating system and browser?

Can you see the "Add Quick Link" icon (circle with a "+" sign) shown in bjm_'s 21-Dec-2021 post in I Want to Remove the Pre-installed Quick Links in Norton Safe Search and Add My Own ?
