My Norton Secure VPN doesn't connect on my Windows 8.1

I have installed Norton 360 to my Laptop Windows 8.1 but when I turn on the Secure VPN not connect, it is showing your are unprotected

Please run Norton LiveUpdate and Restart (not Shut down) machine. Repeat.
Please post back progress.
