why does it say i have 2 of 5 devices connected to Norton but it says i don't have any more seats to allow me to install Anti Track on my second computer. Says no seats left.

Norton AntiTrack is a separate subscription from your 360 subscription. AntiTrack subscription is only for one Windows PC.
