Norton won't open on Windows 10

Norton 360 won't open on Windows 10. Tried reinstalling multiple times. EXTREMELY FRUSTRATED that despite subscribing to Norton, there appears to be no technical assistance available

Have you run LiveUpdate manually a few times, restarting as necessary, until no updates are available? Then restart again. Restarting, not shutdown and startup again if you have Windows Fast Startup feature enabled.   If you use Windows 8/8.1 or 10 or 11, there can be an issue with the Windows Fast Startup feature.. If that changes nothing, try another reinstall. This time download and run the Norton Removal and Reinstall Tool from   www.norton.com/nrnr   Use the Advanced Options > Remove Only. Then restart your computer and log into your Norton Account and click on Download and install your 360. Then run LiveUpdate as above and test again.

Right-click on the installer and choose properties. Is there a tick box that says Unblock? Tick this if it exists.
