That message displays when you are connected to a WiFi network that is not encrypted with WPA2.  Lesser types of encryption, such as WEP are essentially useless and have been broken.  Unless your devices are so ancient that they do not support WPA2, you should go into your router settings and enable WPA2, select a very long passphrase, and then have your devices join that network.  Norton obviously cannot prevent others from intercepting your WiFi signal, which is why Norton is warning you to encrypt it securely.
