VPN - How to get 360 to permanently NOT turn on VPN after reboot (Windows 10)?

Norton 360 (Windows 10) turns on VPN with every reboot, which is extremely annoying; does anyone know how to permanently kill this?  After many websites denied "permission" to access them, I figured out it is 360's VPN that is the culprit (this is regardless of which of 3 browsers I use; as soon as I manually turn off VPN there is no problem accessing the websites); so I have to turn it off manually every time I reboot.  I have had Norton for 20 years but am seriously considering moving to different software because of this annoyance (combined with the relentless pop-up efforts to upsell for things I don't want).  They act like they are TRYING to lose my business, and I know many other people feel the same way.  Does anyone know how to get 360 to stop turning on VPN?  Thanks.

Go to the VPN settings and turn off auto connect. While you are at it shut off auto VPN also.

@xjoex, thank you for the suggestion.  In Windows settings I don't see options for either of those, but I will check again when the VPN next turns itself on, and maybe it will be shown there at that time.

It is not a Windows setting. 

Open Norton 360 and then click on settings and then VPN settings.
