403 Forbidden message blocking access to a site I use

I am attempting to go to a site that I have used in the past to check on an account and I am getting a "403 Forbidden" message - how do I tell Norton to allow me to have access to the website?

Did you try with Norton Secure VPN off? 
Care to share website name?

Hello. If you are using a VPN disable the VPN. Companies are aggressive in knowing your actual IP address when accessing their resources and will block attempts to connect. If you are NOT using a VPN WHAT, is giving you the 403 error? Your browser, OS, Norton?
