Access Denied to Forum Feedback Board When Logged Out

We have set the "Forum Feedback" board accessible only for logged in customers temporarily.

One unintended consequence of this change is that clicking permalinks (URLs) for threads located this Forum Feedback board will result in an "Access Denied" error if the user is logged out of the forum.

For example, my 29-Sep-2019 post in TightGit's 2019 thread Norton Removal Tool includes a link to Andmike's tutorial "How to Post an Image in the Forums" (https://community.norton.com/en/forums/how-post-image-forums-0) that is pinned at the top of the Feedback Forum board. Clicking that link from TightGit's thread correctly navigates me to Andmike's tutorial when I am logged in to the forum but fails with an "Access Denied" error when I am logged out.

I've also noticed that the banner ad for the NortonLifeLock Peer Advisor Program shown below only appears when I'm logged in to the forum, and this banner ad first appeared around the same time that I discovered that I could only access the Norton Forum Feedback board while logged in.  I assume there's some connection between the appearance of the banner ad and access to the Norton Forum Feedback board, and it would be helpful if the forum software developers could decouple the two so links to posts in the Forum Feedback board aren't broken when users are logged out.
