Access to my Password Vault

I am using Norton 360 on Windows 10. Suddenly when I try to access my Password Vault I am either directed to set up the mobile app, which I DO NOT want to use, or to set up an entirely new vault. How can I access my vault the way I used to?

Are you trying to Sign In/Unlock your Norton Password Manager cloud vault from Norton Password Manager browser extension?  What browser? 

Please confirm Windows Fast Startup is off.

Yes, I am using the Chrome extension. I turned off Fast Startup. Now instead of sending me to the screen with the QR code for the mobile app it takes me to a screen to log in to Password Manager, but when I do it goes to the new Dashboard and not to the one that has all my passwords.
