Active windows does not come to the front

Problem: The active window does not come to the front ("in focus"):

I am running  the latest version of Norton Security (rev: 22.6.0.142) on Windows 10.

Problem details:" Let's say that I have 3 or 4 windows open (for example, Outlook, Chrome, Excel and Word). When Norton is running, and I try to open a window that is "behind" either with "Ctrl Tab" or by clicking on the icon on the taskbar, it does not come to the front.

But if I stop Norton, all works fine and the active window comes to the front.

Any fix?

I am not seeing the issue you have. I too am on Win 10 with Norton Security with Backup 22.6.0.142. Are you on the Windows insider release build 14316?

Things happen. Export/Backup your Norton Password Manager data.

Well, my problem disappeared the way it came: Suddenly and mysteriously...

When I posted 6 days ago, there was a definite quid-pro-quo between the active window coming to the front and Norton being active or not.

And 2 days ago, the problem disappeared: I can now Ctrl Tab between my open windows and the active one comes to the front.
I am not sure if it was some new update on either Norton or Widows  that fixed it.

FYI, I am running Win 10-Pro version 1511 build 10586.218 on a HP 8560w mobile workstation.

Anyway, I will keep on monitoring as I have had that problem come and go since upgrading Win7 to Win10 6 months ago. 
But it is the 1st time I was able to pinpoint to Norton as involved with the issue.
