After reinstalling Norton 360 snoar is disabled

After reinstalling Norton 360 for windows desktop computer it would not let Norton sonar to update on system. NEEP HELP Norton protection is still red. Now it want let me upload Norton file so you can take a look of what they have did to the installation of it. This is just crazy!
