After Samsung update, App Lock screen will not appear on top of device settings

First, see this closed thread, which describes for a Samsung Galaxy Note 10+ what I am experiencing on my Samsung Galaxy S9 Plus, on which I recently installed a software update from Samsung:

As on that thread, I can turn on App Lock for my system settings folder. And as with that thread, when I click on the wheel for "Settings," the settings open without requiring a password. When I close "Settings" only then does the App Lock password screen appear.

In the previous thread, it was opined that:

"I have heard from my contacts. They have been able to duplicate the issue. Here is what we have been told.

It seems that Android 10 might have put Setting’s UI on higher priority without allowing any other floating window showing above it. We’ll need more time to investigation potential mitigation on this Settings behavior change.

I'll let you know when I hear anything more."

That was 17 months ago (which seems like an eternity in the digital world!), and the thread is closed without any resolution. Does anyone know anything more about this?

Threads get closed automatically by the forum software after 30 days with no new posts.

So you are seeing the same thing, but just after the latest update to your device?

What Android version are you using?

Was this update a version update, or just the regular security updates?

Look through the Android Settings to see if you can see any setting for display priority for the 360 app. 

The information quoted above may still be valid. If Samsung has set in the OS that nothing will have display priority over the Settings app, it is going to be almost impossible for Norton to do anything. Another example of Samsung's proprietary changes to the Android OS causing problems for app developers.

Thanks for the prompt reply. The short answer to your first question is that I'm seeing the same problem.

My first point was that there has clearly been no resolution to this problem for 17 months, since I'm experiencing it now, 17 months later. I assume this means Samsung is not willing to address the problem, and no one has figured out a work-around.

About my phone: this is a "re-newed" Galaxy S9+, direct from Samsung. So I can't tell you if the problem existed on the S9+ before yesterday (9/14) since that's when the S9+ arrived and I moved everything from my S8A over to the S9+. It wasn't a problem with the S8A.

After transferring, the phone updated. It was only after the update that I set about re-confirming all my security settings. So unfortunately I have no way of knowing if the problem existed prior to the update, only that when I went to re-confirm the security settings I found this problem.

I totally agree that Samsung's lack of responsiveness is a big deal. I'm thinking there's nothing to be done here. I had checked Settings/Apps/menu to see what "appear on top" said. It already had App Lock permitted, Norton 360 not. I had tried turning 360 on - no difference.
