Android Web Activity Reporting Delayed/Not Working

I've noticed that the web activity on devices doesn't report right away... sometimes launching a chrome browser gets the data to push and other times not. 

Can someone tell me when/how this reporting is triggered to push out? I don't understand why it shows sometimes and why it's delayed for days at a time other times, is there a way around this?

App is up to date on all devices as of yesterday.
