App Advisor has different results

Can someone PLEASE explain to me why an app that Playstore scans as safe(with a checkmark), once installed it scans as safe(WITHOUT A CHECKMARK) and states APP IS SHARING YOUR PERSONAL INFORMATION BUT THE LOCATION IS NOT KNOWN? How does this happen? Once I uninstall app it scans as safe(WITH A CHECKMARK) AGAIN!!

The app store just looks at whether there is any malware in apps. Norton looks at behaviours of an app to let users know what the app may be doing in the background that users might not want happening. In your example, the App Advisor scan in Norton notes that the app sends data from your device to some unknown server location. This may be nothing, or it could be sharing your contacts with the developer. And as the destination of this data is unknown, a user may not wish to trust this app.

The subsequent malware scan comes up clean because there is no malware in the app.

And that is why you have to decide if you trust the developer. If you do, you can trust the app. If you do not, or are unsure, find another app to do what you want.

So why does Norton scan the app as safe with a checkmark after uninstalling it? But scans it as sharing your info after installing? The versions are the same(on dev & Playstore). This isn't the first app or time this has happened. My original post has the ss of this. For some reason I can't upload any now.

I like the extra option Norton provides to let us make further judgement on whether to trust or uninstall based on researched criteria. I do however see some being confused after being presented with a "Safe" signal.

It is confusing. Why scan it as an app that's safe without issues before downloaded to your device and then scan it as an app with issues after its installed on your device? Then scan as an app without issues again once its uninstalled? Why not scan it as an app with issues?

Even more perplexing is that it flagged my LifeLock app. That would be of grave concern. I am keeping it as I think the California destination is probably innocent.

The app itself is safe, but not necessarily without issues. That is why it is flagged that way when scanned on Google Play. What is reported after installation is additional information about background usage, data usage and any communications with 'home' servers to the developers. High background data usage, and communication with the developer's servers, etc does not necessarily make an app unsafe. 

You can also view this information from the Google Play Store by tapping on the Norton notification as it is presented.

I'm sorry if I'm wasting your time, but are you referring to the little pop up result from Norton at bottom of the screen to get the information? If so, there was no additional information when I tapped on it. And when I tapped on SEE PERMISSIONS there was no info regarding the sending of personal info.

In the lower left there is a little gear settings button. Tap it and it gives the location information.

Occasionally there may be a disconnect between the app store scanning and the on-device scanning.  The app store scanning provides the rougher estimate of the app's security and privacy profile based on the latest known scan of that app, which may not be the same version that is installed on your phone.  For example, you may have an older version installed on your device that may perform differently from the one in the app store, or the one in the app store may have been recently updated and Norton had not scanned it in detail yet.
