I was able to reach the Site Dispute page for my Safe Web account with no problem.
Please trying clearing your browser cache and then login to your Safe Web account and navigate to the Site Dispute Page .

I cleared my cache, and can easliy get to https://safeweb.norton.com/site_dispute, but trying to "Appeal my re-evaluation results" (https://safeweb.norton.com/site_dispute/escalate/686437) goes to https://safeweb.norton.com/rescues/unavailable "The Norton Safe Web site is unavailable. Please try again later."
The relevant content was removed before the re-evaluation, and so shouldn't have even been available. The whole sub-domain was removed, as it was just a private client test site, and not malicious.
